Governance & Peace-building

Governance & Peace-building

As local entity, we stand for peacebuilding, conflict mitigation, Reconciliation and establishment of effective governance systems by strengthening community’s resilience, social cohesion and social empowerment structures. At ANPPCANSOM, we seek to enhance the ability of local communities, civil society actors operating in Somalia, local government authorities and municipalities to deliberately promote Peace & stability by encouraging democracy, accountability and human rights.

As a governance and peace-development actor, we strive to initiate programmes that address challenges including dearth of knowledge, awareness and understanding of the roles & responsibilities and rights of citizens; formation and functions of local governance institutions at the district level; community engagement; civic dialogues and information sharing, while also providing capacity building for the duty bearers.

Summary of GCERF Project

Name: Promoting Sustainable Peace, Reconciliation and Social Cohesion in Somalia (PROSPER-SOCO)
Duration: 1st Jan 2024–31st Dec 2025.
Principal Recipient for the Consortium: ANPPCAN-SOM
Sub-recipients: Scaling-up Humanitarian Assistance Development (SUHAD) and Somali Youth Vision (SYV)
Geographic/locations: The project targets Baidoa and Hudur districts in South-West state of Somalia.

Expected Outcomes: 

  1. Strengthened peacebuilding infrastructures and improved relationships within and between liberated communities, leading to reconciliation and integration.
  2. Improved socio-economic conditions and increased inclusion of vulnerable individuals.
  3. Increased awareness and capacity in the local government to support communities with reconciliation and reintegration processes.

Target groups:

  1. Existing peace committees: Peace committees in Baidoa and Hudur are integral to preventing conflict, benefiting from capacity-building support to promote cohesion and fostering community ties for social coexistence and detecting conflict or radicalization.
  2. Religious leaders: They are critical in shaping community views; thus, the program engages them to promote peace, tolerance, and social cohesion messages.
  3. Community leaders and CBOs: Playing a crucial role, they are accommodated to address root causes of violence, build trust, and foster a culture of peace.
  4. Local Government Authorities: Collaborating with the program, local authorities in SWS work to protect citizens from maltreatment, enhancing outreach and impact sustainability.
  5. Youth (aged 15-35): Vulnerable to recruitment by armed groups, the youth in SWS face various risks. Consulting them, the program aims to engage, provide vocational training, and employment opportunities to prevent radicalization.
  6. Women and girls: They are victims of violence and abuse, so that, the program consults and proposes empowerment initiatives to reduce vulnerability.

Achievements

    • Facilitated considerable consultation sessions on the project with relevant government institutions for better understanding; effective collaboration & coordination mechanism purposes which were vital to ensure atmosphere ground for the project implementation processes.
    • Set clear implementation plan for the project in conjunction with our sub-recipient partners, and other stakeholders as well.
    • Empowered some (30) key program staffs from the consortium organizations through capacity development trainings on various areas including (a) Grant management and donor compliances (b) Financial Risk management & Accountability (c) implementation and reporting (d) Logistics & procurement, and (e.) Governance & leadership.
    • Successfully, launched the project at well-organized event that held on May 15th 2024 in Baidoa town, SW state of Somalia. Government officials (both federal and state levels) including ministers, governors, district commissioners, directors and other dignified individuals have participated the launching process at RUUN JANAAD hotel, Baidoa. Further, representatives from GCERF, CBOs, women associations, youth and community elders were among list of guests who also attended the event.
    • Initiated Baseline Assessment for the project aiming to establish initial values for project indicators, enabling the measurements of progress throughout the project lifespan.
    • Revealed and developed Training Guideline/manuals on Conflict resolution and Reconciliation for Peace-building committees and on Preventing and Countering Violent Extremism: Skills and Knowledge.
