Institutional Development & Capacity Building

ANPPCAN-SOM is a renown institution in the field of institutional development, TPM, Governance, Peace Building, Federalism and Human Rights. With years of experience in supporting both national and sub-national governance systems, we have built a strong reputation for delivering impactful solutions that enhance institutional performance, promote good governance, human right, social cohesion, and foster effective federal structures.

We do work to strengthen public, private and CSO institutions through capacity-building programs, organizational reform, and the creation of sustainable frameworks aligned with national and international standards. Our team of experts has successfully implemented projects across Somalia and Somaliland, having close collaboration with government at all levels develop governance systems that are not only effective but also inclusive and responsive to citizens’ needs.

In partnership with UNICEF, IBTCI, USAID, SCI UNDP, GCERF and the MOIFRAs in the FMS (Puntland, Somaliland, Jubaland and South-west) ANPPCANSOM intends key viable interventions including:

  1.  Civic education projects for the local government election in Puntland.
  2. Promoting sustainable peace, reconciliation and social cohesion project” in South-West.

ANPPCANSOM provides noteworthy support to the relevant ministries in the development of key policies, legislative frameworks and system building for the local authorities. They also provide technical support to the relevant government institutions towards formation of District development frameworks for the local district councils.

ANPPCAN-SOM’s strategic approach to enhancing the capacity of civil society organizations (CSOs) focuses on equipping them with the skills, knowledge, and resources necessary to champion child protection and child rights governance effectively. This includes comprehensive training and mentorship programs tailored to address institutional development and advocacy for child-focused initiatives. By fostering collaborative learning environments and facilitating access to evidence-based practices, ANPPCAN-SOM ensures that CSOs and line ministries are well-prepared to design, implement, and sustain impactful programs. This initiative not only strengthens the internal capacities of CSOs but also amplifies their ability to engage in meaningful dialogue with stakeholders and advocate for the rights of children at local, national, and regional levels.

Furthermore, ANPPCAN-SOM works to reinforce community-based child protection systems and actively collaborates with line ministries to integrate child rights into national policies and frameworks. By promoting child participation in governance and advocacy processes, the organization empowers children to voice their concerns and contribute to decisions affecting their lives. This inclusive approach ensures a holistic, sustainable, and rights-based response to child protection challenges while fostering partnerships between communities, CSOs, and government entities for a unified and robust child protection ecosystem
